Looking Ahead

The establishment in 1999 of the Archbishops' Council aimed to give new strategic direction to the Church of England's mission and has helped the Church Commissioners to re-focus on their core mission to support the work of the Church.

The readiness of parishes and dioceses to pay an increased proportion of stipends and pensions costs has relieved the pressure on the Church Commissioners to produce an unsustainable level of income and enabled them to rebalance their assets for better future capital and income growth. They are currently providing over £30 million pa to support the Church's ministry at parish level. Nonetheless, the Church Commissioners' main item of expenditure will for some time continue to be clergy pensions on service up to the end of 1997.

The Church Commissioners remain very aware that their support for the Church's ministry at parish level - once a key part of their work, and that of their predecessors - is today a relatively small proportion of their total expenditure. As part of their three-yearly spending plan process, carried out in partnership with the Archbishops' Council and in consultation with others in the church, they hold all aspects of their expenditure under review to determine how their support for parish ministry can best be delivered and sustained.
